Run 2 Loops from 2 data sources

Version 9.0.3 Firefox 48.0 Win10-x64.

I have this set up to open the source code of a page z0 from a dropdown. The drop down has z0-z11. I need the same 28 items replaced per page (SET !DATASOURCE newpageurl.csv) saved and then start over by going to z1 and having the same 28 items replaced.

The loop open new tabs, how do I open 1 tab, run all items in .csv file (1-28)?
How could I choose the next z on the drop down without using a data source?
