Continue execute csv list after loop

Kinda confuse making the title :oops:

This code when executed, visit some url from url.csv
On 1 execution I go for 20 loop, so it will access the website from line 1 to 20

My question is how to continue the process in 2 hours later(7200 second) and continue the previous visited website? So it must visit line 21 to 40.
