Try imacros javascript interface. It's fairly simple. I can't write any decent script without it. Maybe the path indeed wrong. Maybe you have double file extension?
Paste C:\USERS\CINDY\DESKTOP\test.csv into firefox address bar. If path correct there will be file open dialog.

On slow websites I usually turn off images and block unnecessary scripts and iframes with adblock.

I don't think you can create New Windows with imacros. You can only create new tab with TAB OPEN.
Or you wanted to run two imacros scripts in parallel in two separate windows? It is possible, I've done this before.

Have you tried using gmail with "Basic html mode"? It doesn't have all the fancy javascript.

Relative positioning doesn't work in this case. Image inside the div tag, it is not the next tag. For nested tags xpath works better. Firebug has wonderfull xpath addon - firepath. Firefox plugin doesn't have this button. It's only in imacros browser.
You can copy your iim tasks into one iim file. Or create script: "alltasks.js" with content:

You can click on the known website tag. If website loaded ok, it will take less then a second. If website down it will take 2min, example for imacros forum:
