I'll try to figure this out with our developers, but here is a question: why wouldn't you use something conventional like TAG POS=1 TYPE=LI ATTR=TXT:Japan?

1st thing I would do is check whether Facebook is OK with that :). If yes, you could use .csv files and looping:

Hi, Are you talking about that AJAXy drop-down?
