URL Encode %3A

I have a URL that I am trying to go to that needs the literal "%3A" and not the ":" when in the URL, but I get the below URL in my log even though the "%2F" is giving the literal "%2F" and not the "/" symbol.

How can I force it to use "%3A" instead of ":"?

Command:
URL GOTO=https://example.com/admin/DisplayReport ... !COL3}}+00%3A00%3A00&field1_to={{!COL1}}%2F{{!COL2}}%2F{{!COL3}}+23%3A59%3A59&pg=-1

Log:
https://example.com/admin/DisplayReport ... %2F2019+00:00:00&field1_to=07%2F22%2F2019+23:59:59&pg=-1

Needs to be:
https://example.com/admin/DisplayReport ... %2F2019+00%3A00%3A00&field1_to=07%2F22%2F2019+23%3A59%3A59&pg=-1
